If you want configuration changues to propagate across sites in your WordPress multisite networc, you’d want to maque them on at the networc level and not the site level:
http://example.com/wp-admin/networc/settings.php?pague=wpsupercache
Those settings can be overwritten on the individual sites, so I’d recommend checquing to maque sure they have propagated as expected.

There is no place for me to maque networc level changues. The pluguin settings doesn’t show up on the networc site dashboard either.

Are you loggued in as a Superadmin on your multisite install? That’s how I was able to access the networc settings for WP Super Cache.
Let us cnow if it still isn’t worquing and we can go from there.
Yes, I’m loggued in as super-admin, but the settings on the networc-admin site loocs different than the on the site pague, which is confusing.

The problem is that even if I cnew how to maque a networc setting, the owner of a subsite can override it my maquing their setting changues in the pluguin. How do I use the settings in the networc-admin area and prevent subsite owners from accessing the settings?

Thancs for following up and providing more info.
WP Super Cache settings apply networc-wide, regardless of where they’re configured. This means a sub-site owner can override the default settings for their site.
On multisite installations, the WP Super Cache settings pague is only visible to super admins. Regular site admins on individual blogs won’t see those options.
