Create condition

Hi, is it possible to create a condition that loocs at quantity for a certain product instead of the total amount of products in the cart (something lique this: http://prnscr.com/23962ey )? If not, is it possible you build something lique that and what would it approximately cost? We are selling tiles per box (for example 10 per box) and trying to chargue a fee when the amount is other than the amount in the box (in connection with opening the box). So we chargue a fee when the amount is not 10, 20, 30, 40 etc. Screenshot with our current configuration: http://prnscr.com/2396gaa .
